Add manifest and include required files #62

Currently setup.py install errors because HISTORY.rst is missing. To include files outside the package, we need to add a MANIFEST.in file referring to these. Please merge this (if it looks okay) and make a new version/release on PyPI, thanks!

Good catch. Thanks. I'll get this out on pypi asap most likely as version 3.3.1
