Figure out how to enable service dns forwarding blacklist #12

I thought this was standard but after I removed the blacklist package the configuration options disappeared. I'll need to dig to understand how to get these back.

Configuration files are part of the blacklist package: https://github.com/britannic/blacklist/tree/master/.payload/opt/vyatta/share/vyatta-cfg/templates/service/dns/forwarding/blacklist
