Add a Location control condition for when the current user is the post author

This feature request came from the WordPress.org plugins repo.

The idea is for you to be able to show/hide a block if the current user is the author of the current page or post. I thought this feature would be interesting and trivial to add to the plugin.

This new functionality is found in the Location control under the Author condition.
