ench: add cfg file with sql settings #3

1) config.py added 2) sqlalchemy support added

Think, that we should add some fixtures and test models to test this, of course. And maybe docker-compose (it's to hard to debug with ordinary docker methods).

Please move setting from skynet/models and prepare using Postgres docker in dev mode
