Update created date to date submitted for records first saved to queue

Record the date submitted rather than the date created. When a selector saves a record to their queue, the created date is the date they saved it. Then once they submit the request, the created date no longer matches the date it entered the workflow. The date created should be updated upon being submitted into the workflow.
