Tighter bounds base for old cmdargs #62

Visible on Hackage Matrix CI.

This breaks builds for compilers that don't support TemplateHaskell (e.g cross-compilers for GHC 8.6.5)

Lots of bounds tightened. That sufficient for you? The matrix now looks pretty healthy.
