Hotkeys Occasionally Stop Working #482

Sometimes the F1-7 keys don't work as intended. If no window is opened the game 
will play a sound, thus recognizing the button as being pressed, but will not 
bring up the corresponding window. If the window is already open, pressing the 
button will refresh it instead of closing it.
It appears this doesn't affect F2.

see if you can pintpoint when that happens, i cant seem to replicate that.
