On windows build 1.7.35, the toolbar impacts the layout and cause the map not 
refreshing for mouse actions.

toolbar was placed in a wxPanel that overlayed on top of map window. That cause 
the refresh problem.

Fixed in ci 3685.

Will be applied in 1.7.37
