Clean buzzfeed brazil data #1

do not merge until https://github.com/cdcepi/zika/issues/5 is resolved.

The script assumes the BuzzFeed repo and the CDC repo are in the same directory as this repo (i.e., they are sibbling directories).

The current script will read in the BuzzFeed data and convert it to the CDC guidelines using the metadata csv files from data guide and places

Just to clarify though we were tapped for the Colombia data. If the Brazil data isn't up there yet it certainly is the most anticipated.
