Added setting to allow staff to set default display of group description #220

Added a setting to set the default display of group descriptions and an option in each activity to set for that specific activity (defaults to the configuration setting).

We had staff raise an observation that when the group description was filled, students wouldn't actually notice the show description button and would just get in contact. This allows for the group descriptions to be expanded by default so that the information can be seen on page load (otherwise the behaviour is unchanged)
