Change wording (must, 1) #2

Change wording for question type matrix. Wording, see tables in the specification file, p.4-9.

I've been testing, and found following 1) Quotationmarks look a bit strange, they should be: English -->“…” Unicode: 201C, 201D German --> „…“ Unicode: 201E, 201C 2) Allow multiple responses per answer statements. In the table I added "per answer statements" in the remark with the check box, I forgot to add it, sorry! otherwise it looks fine!

I suggest to remove the section reffering to #5 and move #5 to next iteration
