disable UWUW since we do not use it #902

This disables UWUW from Cardinal since we do not use it; decreases compile times by about 20-30%.

Thanks @LukeLabrie for making the upstream changes in DAGMC and OpenMC -- was wanting to see that option for a while now for our needs too!
