Remove babel, change testing infrastructure to mocha

• Removes jest for testing
• Adds mocha for testing
• Moves build to package.json scripts
• Removes babbel

To do:

• [x] Fix eslint
• [x] Fix grunt build
• [x] Transpile imports still for folks with commonJS
• [x] Test that import from NPM will work with new import endpoint
• [ ] Add build and commit to GIthub action
• [x] Integrate test coverage
