Uncategorized Section *App Upvoting* #43

  1. Create 'uncategorized' category @eduohe can you please add details on how that data is stored
  2. Enable upvote on uncategorized
  3. Have a leaderboard including all apps that qualify including the uncategorized apps (No change on the categorical leader board)
  4. Update the copy in event guide section, under app owner tab at the end of the page ' to increase exposure to more apps on BOS, we have included all apps that have descriptions in the uncategorized section, but please add respective category tags to maximize your app's exposure'
