relocate relevant docs to new wiki site #255

The goal for docs has been to become more developer-centric. All non-dev-related topics should be re-located to the new wiki.

Relocate from `docs.near.org` to `wiki.near.org` :

[x] validators
[x] tokens
[x] exchanges

Once complete:
[x] add links to new locations in footer of docs
