[docs] Improve "Account" article #355

From Illia's feedback:

Looking over https://docs.near.org/docs/concepts/account -- the beginning is really just a copy from nomicon, which never was designed to explain.

I think we should rework the beginning to actually explain what are accounts and how they work vs describing the account id rules with a regex.
