Broken anchors and missing links fail in build checks

fixes build workflow (by either ignoring relevant links or adding missing)
fixes 55 broken Docs links
solves #2268

The 38 remaining links currently reported by Docusaurus as broken are the autoresolved or being reported because of section linking eg: #some-section altho they appear to work properly.

thanks for the PR @flmel . It looks like the link checker is still finding broken anchors and links. Could you review just in case?
