This PR contains implementation to support FAK actions on non webauthn browser.

Right now, if I were to execute non-authorised FAK action and pass it to /sign on mpc recovery service, it returns with above.

Can we get this merged in this week? I think some people are planning to work with FAKs for the Hackathon
