[Defect] AddKey actions expiring because of congestion on the network #165

Describe the bug

From @David Millar-Durrant – We’re seeing AddKey actions expiring because of congestion on the network which is causing sign in’s to fail. The culprit seems to be that we’re using a maxBlockHeight of tip + 60 in this code.
