Prepare for stability (1.0 release)

This is a draft, feel free to add more

[x] Test that nearcore can be compiled with this version of a crate instead of the built-in one (remove the one that is currently in nearcore repo and use near-account-id as a regular crate)
[x] Update borsh to 1.0
[x] Make AccountIdRef constructible from &str in const context (const alice: AccountIdRef = AccountIdRef::new_or_panic("alice.near");) - it should still validate input, but in contrast to new, it should panic instead of returning Result, so Rust can use it const context
[x] Add release-plz to CI (we already use it in other crates: https://github.com/near/borsh-rs/blob/416221502205beb706befb83c6102b684dfa78e7/.github/workflows/rust.yml#L87-L104)
[x] Release 1.0.0-alpha.1 to test out in the wild
[x] Test that near-sdk-rs can be migrated to near-account-id 1.0.0-alpha.1 (ensuring near-account-id works fine for Wasm target)
[x] Add support for Eth accounts: #14

@frol It compiles! There are still some test failures, but I can't see how they relate to the account-id changes yet.

@ruseinov I released 1.0.0-alpha.1 since it seems that it seems to work fine, so you may switch to using that in the PRs you create.
