chore: use `near-social-vm-types` instead of `vm.d.ts` file #820

This PR removes a vm.d.ts file and introduces new dev dependency - near-social-vm-types. This library has been created some time ago and had the same type declarations as vm.d.ts. Couple days ago, that library got some updates and I decided to use that one in our repo (as they planned once)
