Changes:

NPM modules are now cached between jobs and runs, based on package-lock.json
Cypress binary is now cached between jobs and runs, based on cypress version
Main CI description brevity increased
Actions are now reused instead of verbosely repeat chunks of config
Non-used matrix of OSes removed in favor of just one OS
CI is now a graph instead of a bunch separate checks - CI fails fast
DB types checks are active only on master
