Instructions in "Run a Node" page for local development inconsistent with near-cli #55

The instructions for running near-cli in the Run a Node page is failing since the near-cli tool no longer has a "local" environment definition but a "custom" environment:

Current command in the doc: NEAR_ENV=local near state test.near

Expected command by the tool: NEAR_CUSTOM_RPC=http://localhost:3030 NEAR_NETWORK=custom near state test.near

Hey @tayfunelmas. We use this repository for tracking issues that pertain to big projects. Such issues are probably best created in https://github.com/near/nearcore.
