High availability configuration: multiple nodes with the same validator key #11813

See Zulip. Think about a way to run multiple nodes with the same validator key (as high availability configuration), one node is the leader and validates, if that node goes down, a new leader is elected. This would also greatly contribute to the overall stability of NEAR.
