[network] Implement rate limiting for state part requests

Generating and serving state parts places a load on the compute and network resources of the snapshot hosts. We will:

• Limit the number of concurrent requests served by a node
• Rate-limit the number of requests accepted over time
• Allocate separate limits for requests coming over Tier1
