State Trie Spec #3196

We need to finish writing the spec for the Merkle Patricia Trie and put it into nomicon.io. It is a part of the protocol, and we need specification for all components of the protocol to reduce the bus factor https://en.wikipedia.org/wiki/Bus_factor Also, we need it to write the tests for the state.
