Improve db migration test

pytest/tests/sanity/db_migrtation.py: the test produces some empty blocks, restarts with upgraded binary and produces more empty blocks. We should send some transactions too, otherwise we're not testing some columns

Features that still need to be tested:

upgrading from not just the oldest version (version 6->7 has logic that's only relevant if 6 ran and wrote something)
having some cross-shard transactions
running store-validator at the end
