Remove spurious text that seemed to be from copy-and-paste errors.

What's the motivation for this change? These commands are currently used.

Please look at https://near-nodes.io/validator/validator-bootcamp#validators-next. It looks like some sections were copied and pasted by mistake. The 'Validators Current' and 'Validators Next' sections appear twice. The first 'Validators Next' section has near proposals as the 'Command:' instead of near validators next. This PR fixes them.
