Upgrade module federation plugin version in all the exercises

This version of the plugin is too old, the newest one is 7.0.6

• [ ] upgrade the plugin in all the steps, for both exercises and solutions
• [ ] unless automated tests are in place (#94), test starting all the exercises and solutions

seems like this one is blocked by https://github.com/module-federation/universe/issues/1102, which was partially solved by https://github.com/module-federation/universe/commit/87a5896221a726578c3433071755fba3465824f4, but is still occurring under our setup
