More repackaging changes

Several small repackaging changes:

root package.json is now as small as possible, most npm commands have been moved into their respective packages
lots of refactoring in each modules package.json
it's now possible to run npm test from each module directly, or run them all from root
As per best practice, package-locks removed for udaru-core & udaru-hapi-plugin, now only exists for udaru-hapi-server
added depcheck as a pre-commit hook, the package dependencies were a bit of a mess, depcheck will help with this in future
circular dependency between udaru-core and udaru-test removed
misc small cross package tidyup
coverage reports moved from 'docs' to a 'coverage' directory
removed skipped tests in udaru-core

Coverage increased (+0.006%) to 94.187% when pulling b71e751443bc2960ce3efeb49a869aabff4d9880 on more-repackaging into 0cbc30ae7de6c2e3a90bdac8b9c6e375e952b21d on master.
