Note: this is not for merging yet. We need to agree a strategy on how best to support both Hapi 16 and Hapi 17.

Coverage decreased (-1.2%) to 92.925% when pulling f72d6b603dc5d938e637737bb2cceae7d06e2f60 on hapi-v17 into a9f394e8d65cdadccf1aeb518543ed5675de671c on master.
