[Challenge 5] Added CI/CD and localnet contributions in IT #718

Continuous Deployment, Continuous Integration and Localnet contributions in Italian. The CI/CD pipeline is triggered only when a new version is actually available. An external shell scripts runs controls this and triggers the workflow.
