Includes

Decouple roadmap-per-year from general notes
Update the status of tasks in 2022 roadmap
Add 2023 roadmap with: unfinished tasks from 2022, some goals identified in 10th Jan sync

I think we may want to disable the pre-commit.ci checks for this repo?

Thanks! I might have added pre-commit ci while adding it to other repos. Removed now
