As you can see from https://github.com/nebari-dev/jhub-apps/issues/519, I have an interest in making sure that we do not impose additional application requirements on application developers. For Panel apps, bokeh-root-cmd should not be necessary. I don't yet fully understand what functionality is encapsulated in that package, but given my experience deploying Panel apps in other applications, it ought to be unnecessary.
