Summary

Deploying Nebari to AWS GovCloud requires special configuration. There is a mention of this here but we need to expand this.

Assigned to myself, but internally this was assigned out to Tyler Graff. Just wanted to make sure it was clear that this is being worked on :)

we updated the Nebari codebase itself a few months ago to get the ARNs etc set correctly to run on govcloud. There are no other changes necessary except what is mentioned in the docs already.
