Output for SMA 3800 #53

I have compiled smatool, and it works. However I there is no entry for
this device in protocol decode.

I have followed the wiki instructions and have a two text files

1) The usb dump from a WINXP running the SMA exe program.

2) The debug from smatool on my linux machine.

I hope this can be decoded and the results added to the sma.in.new file
