Added PID Smith Predictor and PID Auto Center. #205

Added two new PID Controllers:

  1. PID Auto Center dynamically adjusts the Center Ratio based on the system Set Point, increasing stability at lower set points.
  2. PID Smith Predictor which builds on PID Auto Center and uses a Smith Predictor to prevent overshoots.

Both are recommended to be run with a 15 Second Cycle Time and 0.05 for Min Cycle Ratio to allow you to achieve lower temperatures and quicker reductions in temperature.

This all looks great, but can you do this PR against the development branch? I can also just pull the files from here and do it, but I thought it would be good to get you credit for the PR.
