Document the matrix evaluation process #318

Currently, the process for evaluating teammates on the matrix is not very well documented, mostly because it's only done by a handful of people at Nebulab who have everything in their heads.

It would be good to document the process in order to have it centralized.

I think this doesn't apply anymore because we're using https://progressionapp.com which is more structured.
