Update investment time page #378

Added the information that the investment time is not cumulative, so it resets at the end of the year.

@danielbergholz there are a lot of little details that are currently not part of the public playbook. The reason for this is that the public playbook should be streamlined as much as possible in order to provide some info without overflowing the reader.

I feel like this detail is better suited for the internal playbook more than the public one. Another good example is the fact that investment time hours are accrued depending on the months of work you did during that year (if you recently joined Nebulab you would get an amount of hours equal to 165/12*number of months in which you're part of Nebulab).
