Configure Dockerfile base-image with build arg #186

This allows for confiugring the base image of the Dockerfile with custom input, while preserving previous behavior.

Reason: I would like to use the dockerfile in this way, to pass in BASE_IMAGE=ghcr.io/hassio-addons/debian-base:stable in my docker builds, while still consuming all other dependencies from this repository.
