SASS version of normalize.css #846

This pull request adds a SASS version of normalize.css, I needed something like this in the past for my web projects so I thought I'd create one and add it for anyone to use on the official Github repo of normalize.css.

Please search existing issues and PRs before submitting a new one. You're not the first one to try to get this added, and it's been denied every time. Here are links to prior PRs which in turn have links to all the rest of the similar PRs: #240 #340 #557 ... as well as an issue: #645
