A basic framework for evaluating country COVID19 policies #15

This includes a rubric for scoring COVID19 policies. There is a template, instructions, a suggested template for documenting the reasons for the score, and an example of using both to score the US response.

Yes, could you write something in the docs folder that points to this?

Also, this looks really great, thank you for making it. This is exactly the sort of data we need moving forward. If you can recruit others to input this data for other countries, that would be fantastic.

let me update the docs folder with a new file in a separate PR. I'm switching to working in my own fork like i should have been originally
