Netherlands automatic data retrieval #29

aggregate_netherlands_rivm_data.py:
-Updated script; The columns of the data on the RIVM website had changed breaking the last script. The updated script reads the columns automatically from scraped data. Added a comments column for the comments listed after the header run_update.py: -Added Netherlands data fetch via 'aggregate_netherlands_rivm_data.py'
