deleted backend.tf as the m3 example was not using consul

Please also see #5 , mentioned by others as well. The file could be commented as well, but I guess backend.tf originally was planned to be in m4, not in m3. It says you should move it to m3 when you're migrating state, but originally it prevents running terraform init.
