Added pyproject.toml Version is fetched from git tags.

No gain for this project. Only for its users.

The gain is that the config can be parsed and edited automatically. Unlike setup.py, which is written in a Turing-complete language. Also in some it is unknown how distant future it will be possible to get rid of setup.py completely.
