Create CircleCi project #76

https://circleci.com/gh/nedap/utils.spec now refers to a different repo: https://github.com/nedap/utils.spec

@thumbnail please create a speced.def Circle project, updating the badge as well

I think this repo was originally located at nedap/utils.spec, and nedap/utils.spec has been claimed since by the thinned-down version, correct?

Renaming a repo on GitHub creates an initial alias from the old-name -> new-name. Claiming the original name elsewhere can cause confusion (remote urls which now point to a different repo for example)

Apparently it confused CircleCI as well (the speced.def-repo was available under both utils.spec and speced.def).

I wasn't aware, but stopping builds for both projects and starting them again removed the alias in CircleCI. so It's fixed 🙌.

If there's any funny behaviour with builds for these two repos let me know
