literal: add support for .cfg file (like setup.cfg) #88

I would like to propose the ability to extract version or other information from setup.cfg, not only project.toml or yaml files.

This time with a test !

@nedbat I don't know what I did with the previous MR, but it got closed (my mistake in anways...). So I just re-do a MR, this time with a test. Hope it helps.

This is now released as part of scriv 1.3.1.
