Populating tool dropdown box #232

When you add a tool (or clear and set defaults from a shortened list) the new tools don't populate the dropdown. This makes select not work. May be related to #197

I think the SaveConfig button clears it!

SaveConfig was clearing the tool.... if you then closed the program, no tool would be loaded on next startup.

This is fixed such that the same tool is reloaded after a SaveConfig
