Start/Step as well as ANY RobotSend should test for URP program running! #243

If any of the main annunciators are not green (including PLAYING), Start/Step should just give an Error Message. Currently tries to run!

Same with any RobotSend, really!

This has been corrected. RobotSend checks for safety, too.
