Localhost doesn't work on Windows with wasm out of bounds error

Seems to only affect Windows, works fine on Mac/Linux. Some path handling issue?

Reproduction steps:

• clone this repository on Windows
• run npm i
• rum npm start
• open the page in your browser (make sure to use http://localhost:3003)
• note USD library seems to load fine
• select any of the models, e.g. "Speeder"
• note exception
